1 — PURPOSE

This Policy governs the use of parking facilities at Mount Allison University. The policy aims to ensure appropriate access to parking lots, permit the orderly and efficient flow of vehicular and pedestrian traffic, promote safety, and generate parking related revenue to support sufficient parking infrastructure for those who require parking infrastructure. Mount AllisonUniversity’s central campus is a primarily pedestrian campus, and this policy supports efforts to minimize vehicular traffic and prioritize walkability in the central campus.

University property is private property, and the University has full jurisdiction to regulate vehicular and pedestrian traffic and vehicle parking. 

2 — APPLICATION

This policy applies to all those using parking facilities on campus, including students, staff, faculty, contractors, and visitors.

3 — DEFINITIONS

  • Accessible Parking: Designated parking spaces reserved for individuals with a validSNB accessible parking permit.
  • Reserved Parking: Parking spaces assigned by the University, as required.
  • Designated Parking: Designated parking spaces are for designated permit holders and are not available for general use.
  • General Parking: Parking areas available to permit holders on a first-come, first-served basis.
  • Service Parking: Parking spaces designated for university service vehicles, vehicles performing maintenance, deliveries, or other official functions, and vehicles operated by contractors or others authorized by the university.
  • EV Charging Parking: Parking spaces equipped with electric vehicle (EV) charging stations, reserved for EV’s actively charging.
  • Parking Permit: Virtual authorization issued by the university to park in designated areas, linked to the vehicle’s license plate.
  • Paid Parking: Parking facilities that require a fee for use, either through permits, daily/hourly rates, or other payment methods.

4 — PARKING PERMITS

4.1 Only those vehicles with a parking permit are eligible to use University Parking facilities within the hours of 6:00 am to 6:00 pm Monday to Friday from the beginning of classes in September until April 30. Parking permits are to be purchased by accessing the University’s website.

4.2 The University reserves the right to exclude any motor vehicle from University property, including parking facilities.

4.3 Eligibility — Parking permits are issued to students, staff, faculty, and visitors by purchasing a permit via the University’s website. Accessible parking permits require documentation of eligibility, as issued by the Province of New Brunswick.

4.4 Types of Permits

  • General Permit: Grants access to general parking areas. 
  • Overnight Permit: Access to overnight parking in designated overnight parking lots. Daytime access is included with the purchase of an overnight parking permit. 
  • Designated Permit: Guarantees access to specific parking spaces.
  • Reserved Permit: Approved and assigned by the University, as required.
  • Hourly Permit: For short-term parking needs, paid on a per-use basis.
  • Daily Permit: For daytime parking needs.
  • Service Permit: Issued to university departments, contractors, or other authorized individuals for vehicles performing official university-related functions.

4.5 Permit Fees — Permit fees are reviewed annually and published on the university website. All permits, including general, reserved, and service, are subject to fees as determined by the University.

4.6 Virtual Permit System — All parking permits are virtual and linked to the vehicle’s license plate. Vehicles without a valid virtual permit in the system will be considered in violation of this policy. The permit holder is required to update their own vehicle data in the parking management system and ensure the vehicle data is current. Failure to do so may result in violation notices being issued. While multiple vehicles may be listed under one permit holder, only one vehicle may be parked on campus at any time.

4.7 Payment Methods — Payment for parking permits and daily/hourly parking can be made online, at designated pay locations, or through the university’s parking app. Failure to pay may result in enforcement actions. Parking permits are non-refundable and non-transferable.

5 — PARKING REGULATIONS

5.1 Permit Registration — All vehicles must be registered with the university’s virtual permit system to park on campus. For hourly parking, proof of payment must be registered through the university’s parking system. Any outstanding fines must be paid before a parking permit is issued. Purchasing a parking permit implies acceptance of these regulations.

5.2 Prohibited Parking — Parking is prohibited in fire lanes, loading zones, driveways, walkways, and any other non-designated areas. Sleeping or residing in parked vehicles on university property is strictly prohibited. Parking facilities are intended for vehicle storage during authorized use only. Violations may result in enforcement actions, including fines, towing, or immobilization.

5.3 Accessible Parking — Accessible parking spaces are exclusively for individuals with a valid accessible parking permit.

5.4 Reserved Parking — Reserved parking spaces are for approved reserved permit holders and are not available for general use. These are identified by the University, as required.

5.5 Designated Parking — Designated parking spaces are for designated permit holders and are not available for general use.

5.6 Service Parking — Service parking spaces are reserved for vehicles with a valid service permit and must only be used for official university-related purposes. Contractors and other authorized individuals must obtain a service permit to use these spaces.

5.7 EV Charging Parking — EV charging parking spaces are reserved for electric vehicles actively charging. Vehicles must vacate the space once charging is complete to allow access for other users. Use of these spaces requires a valid EV charging permit, and additional fees for electricity usage may apply.

5.8 Operator Responsibility — Anyone operating a vehicle on university property is responsible for being aware of the parking and traffic regulations and for observing all parking and traffic control signs as posted. Anyone operating a vehicle shall not cause to block, park or restrict the movement of another vehicle. Parking is only allowed in designated parking lots and areas and not campus lawns or walkways.

5.9 The University is not responsible for vehicles parked on campus and any property in such vehicles.

6 — ENFORCEMENT

6.1 Parking Violations — Violations of this policy may result in fines, towing, vehicle immobilization, or revocation of parking privileges. Unpaid parking fees may also result in additional penalties. Whether or not a warning has been issued, the University may tow or immobilize any vehicle found to be in violation of this policy, at the owner’s risk and expense. Enforcement may be on an occasional basis.

6.2 Vehicle Immobilization — The university reserves the right to immobilize vehicles found in violation of this policy, such as parking without a valid permit, blocking access, or repeated violations. Immobilized vehicles will only be released upon payment of applicable fines and fees.

6.3 Appeals — Individuals may appeal parking citations within 7 days of issuance by submitting a formal appeal to the Security Office.

7. Sustainable Transportation

The university encourages the use of sustainable transportation options, including carpooling, cycling, public transit, and walking. Bicycle racks are available on campus. As a primarily pedestrian campus, the university strives to reduce reliance on motor vehicles.

8. Special Events and Temporary Parking

Temporary parking arrangements for special events and/or guests must be coordinated with the Security Office. Paid parking rates may apply for these arrangements.

9. Winter and Special Event Parking Notices

During the winter months, specific regulations may be implemented to facilitate snow removal and ensure safe access to parking facilities. Special events may also require the implementation of specific regulations, including the closure of certain parking spaces or lots.

  • Overnight parking in certain lots may be restricted; affected areas will be clearly marked, and notices will be provided in advance.
  • Vehicles obstructing snow removal efforts may be ticketed, towed, or immobilized at the owner’s expense.
  • Permit holders are responsible for checking winter parking updates communicated through the university’s website, email, or app.

10. Policy Review

This policy will be reviewed annually by the Director of Administrative Services and Security.
